Toll roads in Romania

In Romania, toll costs are charged on motorways (autostrăzi), expressways (drumuri expres), and national roads (drumuri naționale). These are marked as A, DX, and DN. A valid e-vignette (rovinieta) is mandatory for travel on these roads.

The roads that are part of the European network, marked with an E, also pass through Romania. These E-roads coincide with the motorways (A) and national roads (DN).

A valid e-vignette (rovinieta) is required for the following sections:

  • The motorways including European roads: A1 (E81, E68, E79, E671, E68), A2 (E81, E87), A3 (E60), A4 (E87), A10 (E81), A11 (E671), A0 (E81).

  • The national roads including E-roads: DN1 (E60), DN2 (E85), DN6 (E70), DN7 (E68).

  • The expressway including E-road: DX12 (E574).


In addition to the e-vignette (rovinieta), the following bridges require a separate toll fee:

  • Fetești-Cernavodă Bridge (A2 Motorway)

  • Giurgeni-Vadu Oii Bridge (DN2A)

  • Calafat-Vidin Bridge (Romania-Bulgaria border)

  • Giurgiu-Ruse Bridge (Romania-Bulgaria border)

01. Exceptions

An e-vignette (rovinieta) is not required on national roads that pass through cities, towns, and villages between the entry and exit signs of the locality.

Vehicle classes for vignettes

All vehicles with at least 4 wheels are required to register an e-vignette (rovinieta). Motorbikes, trikes, and trailers are therefore exempt from the e-vignette requirement.

Check your vehicle registration certificate under “Maximum permissible mass” to determine your category.

This category covers motorhomes, campervans, and light vans with a maximum permissible mass (GVW) not exceeding 3,500 kg. These vehicles must also hold a valid Romania vignette (rovinieta) when driving on national or motorway roads. Registration is required even if the vehicle is used for private travel or leisure purposes.

Motorhomes / Vans

This category applies to medium-sized goods vehicles used for commercial or transport purposes with a gross vehicle weight (GVW) between 3,500 and 7,500 kg. These vehicles are required to hold a valid Romania vignette (rovinieta) before using any toll roads or national highways. The vignette fee for this class is higher due to the increased vehicle weight and road impact.

Motorhomes / Vans

This category covers heavy commercial vehicles used for freight and goods transport with a gross vehicle weight (GVW) between 7,501 and 12,000 kg. All vehicles in this class must register a valid Romania vignette (rovinieta) before travelling on toll roads or national highways. The vignette obligation applies regardless of whether the vehicle is used for domestic or cross-border transport.

Trucks

This category applies to heavy-duty trucks and lorries with a gross vehicle weight (GVW) exceeding 12,000 kg and equipped with a maximum of three axles. All vehicles in this class are subject to the Romania vignette (rovinieta) requirement when using toll roads or national highways. Proper registration ensures compliance with national toll regulations and prevents fines for non-payment.

Trucks

This category includes very heavy lorries and articulated trucks with a gross vehicle weight (GVW) of over 12,000 kg and four or more axles. These vehicles are required to hold a valid Romania vignette (rovinieta) before travelling on toll roads, national highways, or express routes. The vignette fee for this class reflects the higher road usage and vehicle load.

Buses

This category covers small and mid-sized passenger buses designed to carry between 9 and 23 occupants, including the driver. Vehicles in this class are typically used for tourist transport, shuttle services, or private group travel. A valid Romania vignette (rovinieta) is mandatory when driving on national or motorway roads.

Buses

This category applies to large passenger coaches and intercity buses with 24 or more seats, including the driver. These vehicles are primarily used for long-distance or international travel, and must hold a valid Romania vignette (rovinieta) before entering any toll road or national highway.

Passenger cars

This category applies to private passenger cars with a maximum permissible mass (GVW) of 3,500 kg or less. The vignette obligation also extends to any trailer or caravan towed by these vehicles, so a separate vignette for the trailer is not required.

Toll regulations for lorries

Unlike other countries, driving in Romania with a lorry also requires an e-vignette (rovinieta). Lorries fall under categories E and F, depending on the number of axles. So be aware that Romania is an exception and does not use distance-based toll systems.

Avoid fines: register your e-vignette (rovinieta) before you travel

Driving without a valid e-vignette (rovinieta) can lead to hefty fines. Don’t take the risk and make sure your vehicle is registered with the correct Romanian e-vignette before starting your journey.

In Romania, driving on toll roads without a valid e-vignette (rovinieta) is not permitted, and there is no grace period for driving without one. If you are caught driving without a valid e-vignette, you can be fined immediately. So make sure you are not accidentally driving on a Romanian toll road.

The obligation to have a valid e-vignette (rovinieta) in Romania is monitored using multiple methods to ensure compliance:

  • Automatic camera systems: License plates are scanned by automatic cameras installed on toll roads to verify the presence of a valid e-vignette (rovinieta) or an exemption in the CNAIR database.

  • Patrol cars: Romanian Police and Customs Administration vehicles are equipped with license plate recognition cameras to conduct on-the-spot checks for compliance.

  • Inspections at rest stops: Vehicles may be inspected at rest stops or parking areas by authorities to confirm the validity of their e-vignette (rovinieta).

If you have not registered a motorway e-vignette (rovinieta) or have registered the wrong one, you will always face a penalty, as both scenarios are treated as not having a valid e-vignette at all.

No, Romanian e-vignettes (rovinieta) are not transferable between vehicles. The rovinieta toll system strictly links the e-vignette to the vehicle's registration number at the time of registration, ensuring it is valid exclusively for that specific vehicle.

If you sell your car or change your license plates, the e-vignette cannot be transferred to a different vehicle or a new registration number. In these situations, you will need to register a new Romanian e-vignette (rovinieta) for the new vehicle or updated registration.

Unfortunately, it is not possible to postpone the start of validity after registering an e-vignette (rovinieta). Once the registration is completed, the selected validity period is fixed and cannot be adjusted. Therefore, we recommend carefully selecting the desired start date during the registration process.

The following vehicles are exempt from registering a Romanian e-vignette (rovinieta):

  • Emergency Vehicles: Vehicles operated by emergency services such as ambulances, fire trucks, and police vehicles are exempt from tolls.

  • Military Vehicles: Military vehicles operated by the Romanian Armed Forces or allied forces for official purposes do not require an e-vignette.

  • Public Service Vehicles: Vehicles used by public utility companies (e.g., electricity, gas, water services) are exempt while performing tasks related to infrastructure maintenance and repair.

  • Diplomatic Vehicles: Vehicles with diplomatic plates or those operated by consular services are exempt from the e-vignette requirement.

  • Agricultural and Forestry Vehicles: Tractors and machinery exclusively used for agricultural and forestry activities, provided they remain off public roads outside their work areas, are exempt.
